Most of the hundreds of antique chip designs have names that don't have any significance other than being a good sounding name.

This particular design (Seymour Code PW-JH) was introduced in 1905, and there were several other "4 suit" designs introduced about the same time. The other designs are all called "Card Suits", and one is called "Corker". "Triumph" may be a variation on "Trump", or it may be related to the Spanish American War or Phillippine American war mentality, or it may be like John suggests, a subliminal attempt to equate the design with victory at cards. Take your pick.

That is actually a very desirable design, 4-color sets on eBay would probably bring $16.00 - $20.00, as long as you didn't flood the market. Nice catch!
