Depends on where you are, IMO, though I personally wouldn't do it.
In past years, some of the churches in LV would get chips in their baskets. I even remember a story about the Catholic Church behind Desert Inn that had a regular chip run to cash in the donated chips around town. In recent years, the rules of using chips and tokens "for gaming purposes only" discourages such use. Unless you're attending a church in LV or Atlantic City, etc. I don't think the chuch accountant would appreciate receiving the chip in the basket, and as for "advertising" the hobby in this way, it sound too kooky to me.
So my vote is no.
BTW, the Shrine Most Holy Redeemer church in Las Vegas (across from the Luxor on Reno Ave.) issued 2 different souvenir chips, sold in the gift shop as part of a building fundraiser, a few years ago. Last time I checked, they were sold out. (See listing in TCR).
