The seller did not end the auction.
I respect what Michael is saying as he seems to know the rules.
BUT
The buyer did not follow ebays rules, notifying and stopping auction.
Now he has a different story than he had with Pete. He desided to let the auction run and maybe get $500.

Being a newbie will not protect him from the rules. If so I am robbing a bank early in the AM. I can always say. "I didn't know"

I think the newbie has changed his colors to con, crook, etc.
If I was a bidder, I would bring all the weight Safe Harbor would bring, down on him.
