Since TGT lists Piccadilly as 46/47, it seems there's probably some record of a name change. I'll wager it's the same place, same location. According to The Rise of the Biggest Little City, prior to 1946 the location was Virginia Bar. There's a lot of information, including the slogan on Richard's ad. I have no reason to doubt Dwayne's research.
