No question that eBay would consider it interference, but I strongly disagree that it is "unethical", either generally or specifically within the meaning of the CC>CC Code of Conduct.
Webster defines "ethics" as follows:

> 2 a : a set of moral principles or values
> b : a theory or system of moral values
Thus, for something to be "unethical", it would have to be "bad", against "moral duty and obligation", or perhaps "immoral". Any of which would seem to describe the auction involved rather than emailing the bidders.
