There are persons who list, that have the words not a registered user next to their names. Exactly what that implies i'm not sure. I recently had a problem with one and when I used the link as described in an earlier post E-bay would not furnish any information. Its a moot point anyway since he's been kicked off E-bay but i've seen this terminology before, Perhaps someone can clarify it.
