The postal clerk is certainly ill-informed if he/she thinks chips (or tokens) are legal tender. The Treasury Dept. is very firm in NOT allowing chips and token to be used for any purpose other than betting on the casino floor. Check out all the signs you will find in the casino's restaurants. You can't even pay for a hamburger in the coffee shop with chips or tokens.
