I've had one transaction with what appears to be the dealer in question, and I, too, didn't receive my chip - at first. He said his policy when that happens is to split the cost 50/50 with the buyer, but because mine was a comparatively inexpensive chip, he said he would send another. He did, and that one arrived safely. Carl's mention of the 50/50 split and Andy's mention of the word "rare" made it clear to me who Carl was talking about.
