The person who mailed the item is the one who must insure the item mailed. If you did not receive the item it is up to the person who mailed the item to One replace the item or 2 to refund the money you sent of the item. Your post office will back you up on this. If the person who mailed you the item will not replace or send a refund, Then let the board know at once and ask that this person be removed from out club.
