In that the dealer was dishonest from the beginning, by not sending a chip as it was advertised, you should get a refund. I would not believe the dealer when he said he did not receive the returned chip, as he already proved he was dishonest.
If the seller is a member of CC>CC, then bring your case to Jim Reilly for arbitration.
If the seller is not a member of CC>CC, then I suggest that you post just the facts of this situation on this bulletin board, including information identifying the seller. It will probably not help you get the refund, but if will help protect the rest of the chip collecting community.
