Here is the courteous response I received from the seller.

"THANKS FOR YOUR INFO. I WAS TOLD BY A DEALER IN A.C. THAT THESE WERE VERY
RARE, AND THAT I SHOULD BUY THEM AND LIST THEM ON EBAY. I REALLY KNOW
NOTHING ABOUT CHIPS. IS 2500 ALOT, PLEASE LET ME KNOW."

It would appear to be an honest ebay "description mistake" ... but I would hope this seller will be a bit more cautious next time he innocently misrepresents something that is not.
