Scott; I believe that the change from the more traditional September date had something to do with TV coverage. There is something else going on in September that conflicted with the usual pageant date and the network doing the broadcast advised the Miss A. pageant officials that it would be unable to provide live TV coverage. Hence the reason for the move to a month later.
