Rich, I have a hard time putting value on illegal chips. I leave that to others. I only know, I want them. I will wait on high priced chips. Example: I paid $3 for my Floridian $50. Personally, I would never pay $3,000 for any chip.
I have heard others say, a crest and seal illegal is worth more than a hot stamp. Floridian was owned in part by Big Al, Arrowhead was owned by Moe Dalitz and the Cleveland boys. I have heard Big Al's name makes the Floridian chip more valuable. Who knows???????
IMO, scarce is a relative word. None today could be a full box tomorrow. Chips are not something a person throws away. They are put in attics, basements, and closets. They are forgotten about for years.

Who is right and who is wrong? Who knows? The buyers decide.
