As I said with respect to emails, the only way you can be SURE that the contents of such a letter are not made public is not to send it in the first place. A reasonable alternative is to get a commitment from the other person not to make it public BEFORE sending it. Short of those two choices, anything else leaves you vulnerable to publication of your statements.
I haven't researched the legalities involved, but off the top of my head, think that any letter sent in the mail becomes the property of the recipient, who then has the right to do as he pleases with it.
