Nobody can provide a new issue service on $5 chips at $6 chip, unless they don't need the money and have all the free time in the world. It costs at least $6 to get every $5 chip that many of the new issue service providers get for collectors, often times more.
If someone wants to practically give away his goods in order to drive a competitor out of business, then raise the price afterwards, we have what's known as dumping.
