If a subject isn't covered in the regs, it isn't legal, illegal, or required until someone brings the matter before the Gaming Commission as I read it. There are some matters (like raising betting limits, adding games other than those that fit current criteria, or opening other areas to casino gaming) that would require a voter approved amendment to the state Constitution.
