Don, I was puzzled when I read that at first, too. See image below for comparison.
The DI chip has a full-graphic inlay, and indeed the H&C mold doesn't extend to the edge, as is common on most full-graphic chips. (See the Sam's Town chip for comparison.) The DI chip mold is not unique, however. See the Sahara 1996 Re-opening chip with the same inlay & mold set up.
What is occuring, I think, is that Paul-son is using the standard size H&C mold (normally used with regular-size inlays or hot-stamped chips) on top of a full-graphic inlay, in the case of the DI and the Sahara chips, as pictured. This appears to be an unusual combination, as the "near-the-edge" H&C mold is used most frequently with both the full-graphic and the wide-graphic inlays. Perhaps the unusual combination is by design (customer preference or Paul-son design) or perhaps all the wide molds were in use on other production runs at the factory. I'm assuming that the whole production run is the same, and that there isn't a full-graphic inlay-with-wide H&C mold out there too.
