If you feel that the HR just didn't know any better, why were chips given to management and employees and CURE. Do you really think that management knew or cared who CURE were. Since most $25 LEs go for about $30, why distribute 100 chips as perks? Remember, as you said, they didn't know any better and therefore didn't realize they would be more valuable than any other $25 LE.
The bottom line is, they held back 100 chips because they knew they were valuable. How you cannot see that there was purposeful manipulation of the number and value of this chip amazes me.
Since management, employees and the subject of the chip (CURE in this case) are all reaping taxfree income, why in the world would HR change their new chip manipulation policy??
