I can't be sure without seeing the other side, but I believe this is a straight razor used to "thin out" hair. It appears to be missing the removeable blade. The handle may be bone (hard to tell from the scan), but is probably catalin or celluloid. These are both early forms of plastic. Beware as both are flammable. Check out Barnes & Noble or Borders bookstores in your area. These stores have extensive sections of antiques books. Phil Krumholtz has written several books about antique razors & barber shop stuff. If on the off chance the handle is ivory (and this is a very slim chance)... Congrats! You will be able to sell it for quite a bit.
