I believe it all depends upon who is selling the chips(s). If the person is primarily a dealer, then he needs to make as much money as possible. Therefore, he is, in my opinion, within his moral right to charge whatever the market will bare.
However, I do think that a collector on the other hand, especially one who is known by most of us on this board, should charge actual shipping cost. The time it takes to pack it and get it in the mail should be a chore born by the seller and not passed on to the buyer. After all, he is mainly a collector and/or trader and the sale of a few chips, either on ebay or otherwise is not done to enhance his pocket book, but to either dispose of his duplicates which he could not trade or to accommodate us fellow collectors. The profit motive is not there.
If all of us collectors acted in this same way, look how much cheaper it would be for all of us.
Remember, we both have a nitch to contribute to this "hobby." The dealers are necessary, but without the collectors who charge (reasonable) prices to other collectors, this hobby would lose many members as many of us would not or could not continue collecting if the price of current chips were to esculate too rapidly immediately after new chips were issued.
