I don't think that this is the long lost Matty's Tropics chip. I think that it is the occasionally found Matty's Club chip from Stockton California. Many times I have seen the $5 Yellow / 4 Purple in a Nevada book for over $100 and the same chip in a California chip book for $20. Eastman has the chip pictured on Page 117 of his book.
