Andy is right, Concentric seems to have their act together. There is more to choosing an ISP than looking at the lowest price. If you are going to want to store graphics (for auctions or other purposes) it's important to investigate how much space they will let you use and checkout the access to the pictures during busy periods. I find 10 MBy is the minimum for my purposes; Concentric hosting gives you 15, and I almost never find a delay in accessing it. Be careful of the well known services that give away this space. AOL for instance has a reputation of overloading their servers. If you are selling on-line, users will get discouraged very quickly if your scans aren't visible.
I use the hosting service from Concentric, even though I don't have a home page or web site of my own. They have nice facilities for managing your resources and are easier to talk to than the plain-vanilla part of the business. They also give discounts if you pay 6 months in advance, which I do.
Even if cable access were available in my area, I would go to Concentric for the hosting services they provide. There is a further discount if you don't need dial-up access from them and just want email and disk storage space.
