Sure it is. The same way that it is Gate's fault that the New Mexico ecomomy is so poor. The story of Bill Gates first setting up operations here in Albuquerque is well known. He needed a few bucks, tax breaks, whatever to get things going. The brilliant minds in New Mexico turned him down... and the rest is history.
