I don't know much about PayPal since I don't use it but I would think if someone opened an account and uses a credit card number for payment purposes, shouldn't it be the responsibility of PayPal to make sure the name, credit card number and address given match?

On the other hand, they're very helpfull to resolve this mess and will follow the payment trail.
