Nitrous is still legal in some classes of IHRA drag racing Steve. I've got no problem with that at all because it's all above the table and open for everyone to see.
I don't know of any states that have outlawed add-on nitrous oxide to any vehicle. You should be able to put a cannister under the hood of any car, actually, any gas burning internal combustion engine powered device. It increases the amount of oxygen available in the cylinder chamber making for a more powerful explosion. Instant horsepower increase! Add it to you lawnmower and hang on! <G>
California may have outlawed aftermarket additions of such devices for regular street vehicles, but California is a weird place anyway, and generally fast car unfriendly.
