... Paul. It's a form of bait & switch which is a criminal fraud. EBay says they will act on criminal frauds, so I would do the following:

1 -- Give the seller one chance to make the situation right by sending you the chip in the scan (or one of equal quality). I would tell him that if he doesn't, I would post negative feedback and file a complaint with eBay.

2 -- If he doesn't make it right, I'd do both.
