I've used PhotoStyler, PhotoDelux, PhotoShop, PhotoSuite, PhotoEdit, Graphic Workshop, and many others...
The one that I like the most and am using is Adobe Photoshop for all the image work I do. Yet unless you want to do some serious graphic work, I would suggest one of the following:

Adobe PhotoDelux Home Edition - same basic graphics engine as Photoshop - yet an "easier" interface - sells for around $50 http://www.adobe.com/products/main.html

Adobe Photoshop LE (a different kind of limited edition...) sells for around $100 (a comparison of Photoshop Vs Photoshop LE is shown in the link below...)

MGI PhotoSuite - sell for around $50 http://www.photosuite.com/

Graphic Workshop - shareware with registration fee of $40 http://www.mindworkshop.com/alchemy/gww.html

The one I would recommend is Adobe PhotoDelux Home Edition... as it seems to be the easiest to use, and the price is reasonable...
