The CC & GTCC Constitution allows for By Laws, or BL's as you put it, to be changed my a vote of the Board of Directors without putting the changes to a vote of the entire membership.
Also, Don is right in that a poll MIGHT have more influence than a proposal from a single member. I submitted a Formal Proposal to the BOD last year about a change to the By Laws. I not only didn't receive any notice that my proposal had been acted upon or discussed by the BOD, I didn't receive any notice that the proposal had even been RECEIVED! I got NO WORD from ANYONE on the BOD concerning my Formal Proposal!
