Staying on the strip on a budget.... Circus Circus has already been mentioned. The Stardust motor inn is very inexpensive as is the Westward Ho. Motel 6, next to the San Remo, is cheaper than them all, but playing quarter slots while you're staying at a lower scale hotel that has a casino will get you next-to-nothing room rates if you sign up for their player's card on arrival, use it every time you gamble, and ask for an adjustment on your bill when checking out. Keep that in mind no matter where you are staying in Vegas!
The Sahara has room rates that are worth a look for the budget minded traveler, as are the Stratosphere and the Las Vegas Hilton. The Hilton is a long walk to the strip, but is a premium property for the money. The IP and Frontier also fit into this price range, but their budget rooms tend to sell out rather far in advance.
