I've mailed and received many hundreds of chips over many years.
I have had only 2 packages not turn up from me and 2 the other way.
I pay for the insurance when I am sending out over a certain amount and I always use bubble envelopes, even for one chip.
At one time there was a problem in a certain area of California. I remember reading in a Coin or Stamp magazine where they finally busted a mail carrier and recovered tons of collectibles from his garage.
