I have sent 100's of chip packages out over 11 years, most of them insured. The only thing lost that I mailed was one item -- low value and not insured.

My advice for eBay selling is:
(1) insist that they pay for insurance for high-priced items, or --the same thing-- include it in the postage fee.
(2) for low-priced items, give them the option to pay for insurance, and if they opt out and it is lost, it is their problem. As a courtesy, you could replace the item voluntarily if you have a lot of the chips and giving one away like this won't matter to you.
(3) it is my opinion --shared by most others, I guess-- that if the seller (and buyer, let us say) does not mention insurance and sites just a postage-handling charge, and the item is lost, it is the seller's responsibility to prove delivery, and the seller must either replace the item or refund the buyer if the buyer says the item was lost in the mail.
(4) this never happened to me, but I wonder what would happen (and who is in the right, legally) if a package was insured and delivered and signed for and was not tampered with, but, when opened, the buyer said no chips were inside or chips were missing. What would an escrow agent do if it was a case of "he said, she said"? Or if the buyer told his credit card company not to pay on the charge?
