Only to the extent that if the people on the lists also buy higher denomination chips in the same numbers with every chip issue. Someone who signs up to a list to buy 70 of every $5 chip issue and a specified number or percentage of higher denominations deserve priority treatment.

If that were true, there wouldn't be any limits placed by any casino, opening the door to one person to purchase an entire chip issue. I've said this before in this thread, that HAS happened (someone buying an entire chip issue) in the past, and it wasn't pretty. Opening the doors to anyone to buy all they want on a pick-and-choose basis (i.e., anyone should be able to buy all they want, no matter the denomination) opens up the can of worms of----one person controls an entire chip issue. I don't want that to happen again, and I don't think anyone else does either.
