Most casinos will but still not all of them.
The practice of not selling chips at the cage has its roots in casino fears of counterfitting chips. It was not long ago that security would stop you trying to walk with chips in a lot of NV casinos. Also, NV gaming regs say chips are to be used for gaming purposes only. Some casinos still interpret this reg to mean, chips can only be purchased at the tables. Also, "small" casinos pay more for a $1 chip than the face value. Why would they want you to walk with them?
Back in the early days of chipping, say 1992 <g> there was many more casinos that would not sell chips at the cage than would. In 1992, the FQ's policy was chips could only be bought on the tables.
LE's have changed chip policy in many casinos but not all. In some places it has changed on certain shifts and not others. Depends on who is cage shift mgr at the time.
The times and casino thinking change, sometimes certain people do not get the word.
