I'm sure (and I guess this is obvious) it is OK to own them, buy them from American dealers, trade them, etc. After all, the chips date from before any US embargo on trade with Cuba. Who is to say you personally imported them recently?

Placing an order or instructing someone to go to Cuba now to get them for you is probably illegal.
