Probably. The casino has the copyright (or trademark) on its name, logo or other pictorial representations. The manufacturer has the copyright on the totality of the chip design. They are both/all protected.

Gaming regs notwithstanding, it is my opinion that no casino could ever succeed in recovering a chip from a collector in a lawsuit. The legal doctrine of "estoppel" would almost certainly prevent the casino from winning (in short, they promote the chips, LE's at least, for people to carry out of the casino, therefore they would be estopped from claiming any continued ownership interest, regardless of what the regs say).
In which case, they ARE mine to do as I please with. Any casino or government official who wants to have them better show up with a search warrant and a gun.
