Your cookie has a time associated with it. When you log on, the software gets your cookie, looks at the time and tells you how many new messages there are. If the cookie is not very old (I'm not sure of the exact age), it doesn't change the information. Otherwise, every time you went back to the index page all the "NEW" markings would be gone.
