I've seen Vegas Vic's likeness on other things, but perhaps it was licensed. If the copyright goes back to 1951, it may have expired. However, I'm not an expert in such matters.

FYI, the image below is one I created a while ago, using a composite of photographs with Photoshop enhansements. Vegas Vic on the left, River Rick on the right (he stands outside the Pioneer in Laughlin), and Vegas Vicki on the "Welcome to LV" sign.
