Yes, the receiving site must handle the FTP protocol, but every ISP I know of does have this capability. That means there no problem moving files from your PC to a disk on anybody's ISP providing you have the correct addresses and passwords. If you were to try to move files between two PC's, each dialed up to the web, you might have problems. I'm sure even this is possible but haven't done it. However, using the ISP's disk as an intermediary, you can move a file from your machine to any other node that has connectivity to the Internet.
I would bet that the next release of MS Windows will have file transfer capability built in so there will be no need for outside FTP programs. It may be a part of MS Internet Explorer, but it will be there.
