John,it's true they have had some trouble with the water levels. It was moved closer to dock last week. The next good rain should put it in place. All casino ventures are "gambles" but even the big ones like Steve Wynn make mistakes, as he did in Biloxi. If all goes as planned, it should open before the end of spring.
