I have no idea as to who/what CE Albert was, but as
we can see, something big happened in
1946...50-years of something!
I originally had eight examples of this chip with
two pieces being red. I kept one red example and
sold the other colors over the last few years for
$79 each. The chip is also living proof that USPC
was still knocking out Crest and Seal chips as late
as '46. Whoever/whatever this CE Albert was, he
sure had style, as it's the only gold-fleck litho
inlay I know of on a Crest and Seal. I do not know
of this chip being on anyone's Crest & Seal sales
list and consider it quite scarce.
This last example is being offered at eBay
(#281582204) at $100. Though the chip looks blotchy
in the scan, I can assure you that it's not. The
inlay is well-positioned and deeply embedded into
the mold, and the crosshatching extends right up to
the nick-free square edge.
