Marv, it is possible that some chippers such as myself, don't collect tokens and therefore, not having any interest in them, just tend to ignore the TOTY part of the award. As an example, when I submitted my nominations, I did not include any tokens because of the few I saw on the board, none appealed to me. If some were manufactured in multi-color, such as the Dakota Sioux, then I certainly would start collecting them, but being most are just silver, the fascination is just not there for me.
