... Bob. Threats to take permissible legal action (such as filing a lawsuite) to protect one's rights and interests can NEVER constitute harassment. As long as you have the right to take the legal action, you also have the right to use the threat of taking it as a means of resolving the disagreement without recourse to the legal action.
