A statement that says, in essence, that the speaker is going to pursue legal remedies if something illegal is (or has been) done to him cannot be considered a "threat" which would be actionable in any way. Even if made in a public forum, there is nothing illegal or improper in asserting that one will pursue his legal remedies.
