Doing it the way you suggest would just have people going over to the Excalibur & getting shut out (wasted time as you put it) when their name is not called. With so much to do in Las Vegas I would imagine that people either want to know they are in OR be able to plan something else to do. I think online sign-ups SHOULD be allowed, but, that is just my opinion. I also have nothing to gain by it as I won't be at the tournament at the Excalibur. I'll be playing in The Orleans Open tournament at The Orleans.
