Yes, they're roulettes. There were 8-colors that I
remember. All were from the period prioe to the
casino folding years ago. I've been offering the
set (and portions of) on eBay for the last three
years at $3 per chip. I have no additional pieces,
as I bought these years ago.

If you look on page 195 of "CASINOS" by Ralph
Tegtmier, you will see the rack which included "The
International Falg Series" plaque set Bob Hermans
was showing recently.
