If it's litho and NOT a paper "inlaid" as seen in
Dale's book: PW-VA, then I have no idea as to what it may be... but I think it's inlaid. The
C&S chips are known in both square edge and round
edge. What A. Myers, R. Eisenstadt and I call a
true "Crest and Seal" is what the two manufacturers
above called a C&S. Simply take your fingernail and
run it over the crescents while looking through a
16x lens...and you should feel the paper. Are you
sure those are true hand "inserted" inserts and not
painted...because then we'll have another first and
a new code. It sure looks PW-VA to me. Never did see a C&S with inserts.
