That may be an automatic bid posted by the buyer. For example if the buyer bids $25 on a chip that has a current bid of $15, the next wid will be limited to the next increment. If you bid $20, ebay will automatically enter the other buyers at the next increment unless your bid is highr than the other buyers bid. I hope that explains it and is not too confusing.
