Greg, The same was true when I was in Curacao. There were 4 or 5 different $5 chips that were only used on the roulette table. When the dealer ran out of regular roulette chips he needed to pay off a winning bet, you would get the $5 chips which were the same color of the roulettes you were using. They never had more than 4 or 5 people at a table. I would guess this holds true for Spain. That was also the case in the Dominican Republic when I was there a few years ago.
