You described it just the way it is done....

eBay lists a couple of very specific instances where a bid can retracted... and "Sorry, wrong item" a week after the guy bid doesn't seem to be on the list.

If you have the time, you could do a search of all the items the guy has bid on in the last 30 days and see if he has retracted other bids like this..

Then, I'd send the facts to eBay Safe Harbor and see what they say. But don't expect any real "justice" from them... (in my experience, at least)
