My feeling is that the reason people label chips "rare" is to try to take advantage of those without much knowledge about chips. They're hoping the unknowing buyer will pay more thinking they are buying a "rare" chip. And I was just comparing this method of attempting to take advantage of the unknowledgeable to buying a "real" rare chip for the price of a common one from some unknowledgeable seller at a garage sale. Either way, what's going on is attempting to take advantage of someone with less knowledge.
